Graduated from the Moscow State Agricultural School at the Surikov Institute in 1948. He continued his education at the Moscow State Technical University (formerly Stroganov) in 1956.
In 1967, he took part for the first time in the exhibition "Dedicated to the Defenders of Moscow" in the Manege, was awarded a diploma and a Medal for the painting "At the Rogozhskaya Outpost". In 1970-1982 he worked as a graphic designer.
He has repeatedly exhibited at All-Union, republican, Moscow, thematic art exhibitions. Vladimir Chumakov's works can be seen in foreign galleries and private collections in the USA, Japan, Germany, Luxembourg, etc.
The traditions of the Moscow realistic school of painting are strong in the artist's work. The master of lyrical landscape soulfully paints corners of native nature, architectural monuments of Moscow and the Moscow region. Pearl-blue, lilac-pink, silver-gray tones of the palette evoke vivid impressions. The texture of the canvas's picturesque surface is pasty and at the same time airy.
